Updates on University response to federal presence in Minnesota

Dear Colleagues,
We are continuing to closely monitor federal immigration enforcement in our community. We know that many of you understandably have questions and concerns about the impacts of this activity on our students, faculty, staff and campus operations.
I want to acknowledge the continued fear, worry and uncertainty around events in our communities and on campus. I, and other University leaders, also recognize that you may be hearing reports and rumors about federal immigration agent activity on or near our campuses, which exacerbates those worries. Our commitment is always to your safety and wellbeing, and that of our students and visitors.
I’m writing today to provide additional information and clarity on how the University is responding. This information has already been shared with senior leaders and deans, who are empowered to follow up with localized guidance.

University Public Safety Focus and Responsibilities
Campus departments of public safety, including UMPD, do not enforce federal immigration laws, nor can they impede upon federal actions or request federal support. Their focus remains on public safety, fostering trust and maintaining strong relationships across the University community. UMPD officers wear badges to clearly indicate they are University police.
SAFE-U Alerts
Safe-U Alerts are guided by the Clery Act and are reserved for emergency situations when police confirm that a significant emergency or dangerous situation that poses an immediate threat to campus has occurred and the campus community should take immediate action to preserve safety. A Safe-U Alert may be issued if there is civil unrest or rioting, but will not be issued solely in response to federal law enforcement activity on campus.
Building access
Most buildings continue to be accessible with U Card only. Always carry your U Card so you can access campus buildings without issue, and don’t prop doors open or allow someone to follow you into buildings. View current building hours and other campus information on Campus Maps.
Encountering federal agents on campus
At this time, we have no confirmed incidents of agents coming on to the Twin Cities campus as part of Operation Metro Surge. We also recognize that many are seeing and experiencing federal actions in their communities and the toll this is placing on our community.
However, we know that many faculty and staff are wondering how to respond should they encounter a federal agent on campus.
- If you are approached by a federal agent attempting to serve a warrant, subpoena or court order, follow this guidance from the Office of the General Counsel.
- If you believe there is a safety risk or witness civil unrest or violence, call 911. If you are on campus, your call will be triaged through UMPD, who will verify the activity and determine whether more action by departments of public safety is warranted. If sent to the scene, their role is to ensure public safety for everyone.
- For employees, you may also report federal law enforcement activity to your supervisor or to a contact number provided by your unit. However, this is not a requirement. Supervisors should report this to their senior leader. University leaders will review all reports of possible immigration enforcement to determine next steps, including whether any broader communications are needed.
Because this situation continues to evolve, and we know many more questions will arise, University leaders will provide regular updates on Thursdays to share what we know, decisions from the past week and what we’re tracking. We will share additional information throughout the week, if needed.
